Description
Oversee and review the activities of the Public Works Department, including the administrative, technical, and budgetary management of street construction, roadway maintenance, and traffic control. This also involves vehicle and equipment maintenance, traffic engineering, and the supervision of seasonal tasks landscaping snow and tree removal within the city, along with capital improvement programs. Coordinate these activities with other City departments and external agencies, and provide policy, technical, and administrative support to the Mayor, City Council, and City Administrator.

Essential Functions
- Development and administration of the Department budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures.
- Develop, plan and implement Department goals and objectives; recommend and administer policies and procedures.
- Develop maintenance programs; supervise, direct and monitor the overall operation of maintenance and repair duties pertaining to public works, such as street maintenance, park maintenance, vehicle/equipment maintenance, and maintenance of the citys drinking water and wastewater systems.
- Develop the Department's work plan; coordinate and assign work activities, projects and programs; preparation of plans and bid specifications for various projects and equipment purchases; monitor workflow; review and evaluate work products, methods and procedures; visit work sites as needed.
- Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures as necessary; promote high morale throughout the department. Display a willingness to assume and visibly demonstrate mentoring and coaching, role modeling and leadership to staff members by recognizing and developing talent.
- Review plans, maps, engineering designs, GIS system updates, and all other materials related to public works infrastructure records.
- Develop and prioritize projects to improve pavements, drainage, and urban canopy.
- Provide administrative support to the City Administrator, Mayor, and City Council on public works-related matters; direct special projects and research as assigned.
- Oversee and participate in the development of long-range plans for City capital improvement projects; develop capital improvements budget.
- Evaluate and implement new techniques, materials and technology for improved quality and efficiency; oversee enforcement of safety standards.
- Oversee and assist with recommending assessments for street, storm water systems, sidewalk, and park upgrades to City Council.
- Coordinate compliance with state and federal regulations and requirements regarding grants and permits, work with staff and elected officials of other public organizations on joint projects.

Knowledge, Skills, and Abilities
Knowledge of:

Training, Education and Experience
- Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:
Experience
- 3 5 years of increasingly responsible managerial experience. Public Works experience is preferred.
Education:
- A bachelors degree from an accredited college or university with major course work in civil engineering, construction management, business or a closely related field.
Licenses/Certifications/Registrations Required
- Must possess a valid Class B CDL drivers license and maintain insurability as determined by the Citys insurance carrier.
- Must possess and maintain a Class B CDL
- Must possess or obtain the following pesticide applicator licenses:
- 04 Ornamental and turf pest control
- 07 right of way pest control
- 09 public health pest control
Must possess or obtain a State of Nebraska swimming pool operators license.
