The Deputy Public Works Director/City Engineer will work closely with the Public Works Director, the Deputy Public Works Director/Operations, departmental staff, and City management to provide a wide range of comprehensive services to the City and the organization. This position assists in the management and day-to-day operation of the engineering divisions, serves as the City’s Chief Engineer, and acts in the absence of the Public Works Director. The Deputy Director directly supervises the activities of the engineering services, capital, and sustainability divisions, as well as transit and emergency preparedness programs, with approximately 50 professional and paraprofessional staff.
The incumbent is a key liaison between the Public Works Department and other City departments, elected officials, residents, businesses, and other public and regulatory agencies. This highly visible position serves as a point-of-contact for regional issues within Ventura County, including water resources, water quality and transportation.

The Deputy Public Works Director/City Engineer will be a seasoned, public sector professional with significant experience in public works and management. The incumbent will have a comprehensive background in engineering and construction, while possessing excellent communication, leadership, technical, administrative, customer service, and interpersonal skills. The ideal candidate will be responsive, decisive, open, and honest. Managerial skills will include a strong foundation in supervision, budget, problem solving, and positive communication skills, all which are essential for success in this role. The individual selected will have a strategic perspective and offer a forward-thinking approach toward public works as it relates to community build-out and maintaining an aging infrastructure with limited resources. Excellent writing abilities and effective presentation skills are key elements for this position. Substantial experience in the managerial support of directing a comprehensive public works program is highly desirable. This includes public works maintenance and operations, engineering, municipal water systems, and wastewater collection and treatment programs.
The position requires a minimum of nine years of progressively responsible professional civil engineering and public works or utilities experience, with at least three of those years in a management capacity; or an equivalent combination of training and experience. A BA/BS in Civil Engineering or related field is required. In addition, a valid certificate of registration as a Professional Civil Engineer issued by the California Board for Professional Engineers and Land Surveyors is required, or ability to attain. Requires a valid Class C California’s driver’s license.
